Lots of newcomers to the web think that “Enter framework name” is the way to build a responsive website. Unfortunately, there is a mindset that I find wrong. Responsive design isn’t about media queries anymore. The use of modern CSS features can help us in building layouts and components that are responsive to their container, or the user preference. Over time, media queries will be used for components that are tied to the viewport width like the site navigation and footer. The rest is about modern CSS features like clamp() comparison function and container queries. In the above list, the theming and navigation are done via media queries.
